Advocacy, Consultancy, Training and Supervision Ltd provides quality training and supervision to advocacy services and also offers consultancy to a variety of different services including Commissioners & Local Authorities, both nationally and internationally.

Evelyn Smoldon has had 32 years experience in Tertiary Education as a Senior Lecturer in Psychology and Manager. She has been an Assessor, Internal Verifier, External Verifier and Regional Chief Assessor for South Wales and South West Region City & Guilds. She also practised group and individual advocacy for over 30 years in her role within Trade Unions.

Tim Smoldon has managed an advocacy service for many years, and in all of that time has also been a practicing advocate. He has been involved in a number of advocacy development roles regionally, nationally and internationally. He has developed and provided a range of advocacy training, including leading the initial development of the Independent Advocacy Qualification. Previously he was a further education lecturer, teaching psychology and social policy. Tim is the past chair of the South West Advocacy Association and National Advocacy Network.


Katie Smith-Palomeque - South East Centre Manager and Director of Libra Partnership

Katie is a qualified advocate and has been a manager of advocacy organisations. She has worked in further education and training for over 16 years, has a Cert Ed, and is a C&G qualified Assessor and Quality Assurer.  She has worked with Evelyn and Tim Smoldon for the last 5 years as a trainer and assessor on the Independent Advocacy Qualification.

As well as providing training and consultancy for a range of advocacy and other third sector organisations, Libra Partnership Ltd also provides Independent Advocacy, Relevant Person Representative and Litigation Friend services across London and the South East of England.
